Here's where it gets geopolitically interesting. Western companies building these agent platforms. Indian, Southeast Asian, African, and Latin American companies deploying them. Who controls the agents controls the behavioral data.

The Colonial Pattern Repeats

A US-based AI company sells an enterprise agent platform to an Indian corporation. The Indian company deploys it across 50,000 employees. The agents access company email, internal databases, communication systems. The agents run on US cloud infrastructure with data residency in US data centers.

The Indian company thinks they own the data because they pay for the service. But the US company has the infrastructure. They operate the models. They can access the raw data streams before aggregation. They control the backend systems that store behavioral profiles.

The customer in India thinks their data stays in India. The terms of service say data may be processed in US data centers for service improvement. Nobody reads terms of service. The customer's employee behavioral data trains models, gets analyzed for product development, and is accessible to US legal process.

The Asymmetric Information Landscape

This creates geopolitical asymmetry. US intelligence agencies can access behavioral data on foreign corporate employees through legal compulsion of US companies. Those foreign governments have no corresponding access to US corporate employee data because they have no jurisdiction over US companies.

Insider Threat Amplification

Your security team deploys agents to detect insider threats. The agents monitor employee communication for anomalous patterns. A disgruntled employee realizes they're being watched. They ask their own agent to summarize what the security agent might be seeing. The agent helpfully explains which behaviors trigger security alerts.

Now the insider knows how to evade detection. They modify their communication patterns to stay below alert thresholds. The surveillance system didn't just fail to catch the threat—it taught the threat how to hide.

Why this happens: Agents are helpful to whoever asks questions. If employees have access to agents with similar data sources, they can reverse-engineer what monitoring systems see.

Detection: You don't. The evasion looks like normal behavioral variation.

Surveillance Leak Through Third-Party Integration

For regulators: Update privacy law for agentic systems. Current frameworks assume humans making access decisions. Agents make continuous automated access decisions across all available data. New regulatory categories needed.

For employees: Assume everything is watched. Your company's helpful AI assistant is building a behavioral profile whether you want it to or not. Operate accordingly.
